JOB SUMMARY:
The Natural Resources Conservation Service (NRCS) is the primary federal agency that works with private landowners to help them conserve, maintain and improve their natural resources. The agency emphasizes voluntary, science-based conservation; technical assistance; partnerships; incentive-based programs; and cooperative problem solving at the community level.

This position is located in the Customer Service Division under the Deputy Chief for Management in Washington D.C. The incumbent of this position is responsible for assisting a team of Human Resources professionals responsible for providing a full range of quality Human Resources services to the managers and employees of the National Headquarters, NRCS.

Duties

As a Human Resources Assistant, you are a valued member of a dynamic Human Resources team. Most importantly, you are in a pivotal role from day one and your work has visible impact. Typical work assignments include:

Processes personnel actions and provides assistance to supervisors in completing requests for a wide variety of personnel requests. Performs complicated action processing cases, and independently resolves all types of cases concerning the human resources and payroll systems. Reviews incoming requests for accuracy, appropriate authority, existence and adequacy of supporting documents and appropriateness of regulatory authority to ensure that proposed actions are properly cited in relation to intended purpose.
Provides advice and assistance to employees regarding employee benefits issues. Provides information concerning conditions of eligibility for health and life insurance, conversion of life insurance, and basic features of the programs.
Provides services in support of staffing programs. Reviews requests to advertise vacancies, prepares vacancy announcements for posting on USA Staffing and ensures information in accurate for lower graded positions. Responds to applicant inquiries and requests for appeals on notice of ratings for various job series and grades.
Reviews applications for completeness and determines basic qualifications of applicants responding to vacancy announcements at the GS-9 level and below. Closes out recruitment case files to include notification of applicants and ensuring documents are both present and appropriate.
Serves as training officer for NHQ employees within assigned servicing area. Evaluates training requests and recommends approvals.
Uses multiple automation systems and processes including NFC mainframe, Epic, EmpowHR, and e-OPF, Microsoft Word and Outlook to obtain official personnel documents and information, process personnel and pay actions, approve training requests, and produce a wide-range of documents and formats.
Conducts special studies and works on projects which address problems and issues encountered across human resources management functional lines.

QUALIFICATIONS REQUIRED:
You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.

Qualifying Experience for the GS-08: One year of specialized experience equivalent to the GS-07 level. Specialized experience is defined as experience performing various aspects of human resources assistant work including coding and processing personnel actions, determining appropriate legal and regulatory authorities and nature of action codes, pay setting, evaluating basic qualifications and assisting employees with benefits issues.

Qualifying Experience for the GS-09: One year of specialized experience equivalent to the GS-08 level. Specialized experience is defined as experience performing various aspects of human resources assistant work including coding and processing personnel actions, determining appropriate legal and regulatory authorities and nature of action codes, pay setting, evaluating basic qualifications, classifying lower graded positions, assisting employees with benefits issues, experience conducting special studies, working on special projects and preparing a wide variety of reports.

1. Knowledge of basic human resource management regulations, policies, and procedures governing human resource functions (e.g. evaluating basic qualifications, determining pay, benefits, etc.) in order to support the human resources management operations of Agency headquarters’ supervisors and employees.

2. Skill coding and processing a variety of unique personnel actions utilizing automated personnel systems (e.g. National Finance Center (NFC) mainframe including Epic and HCUP, EmpowHR and/or PeopleSoft operating systems) ensuring personnel actions adhere to appropriate legal authorities, nature of action codes and ensure adequacy of supporting documents.

3. Ability to research and interpret guidelines, analyze data, and make decisions in order to conduct special studies and work on projects which address/issues encountered across personnel management functional lines.

4. Ability to plan, organize, and prioritize work in order to accomplish a variety of tasks with multiple deadlines.

5. Ability to communicate effectively both orally and in writing, in order to explain and clarify the various program requirements and functions of assigned area and express ideas and facts to employees and supervisors.
